Bulloch County Commissioners met for their regular bi-monthly meeting on Tuesday morning, April 18 at the Honey Bowen building. On the agenda were two items regarding the Bulloch County Jail. The first was the approval for Goodwyn Mills Cawood as consultant for the Bulloch County Law Enforcement and Public Works Complex master plan development.
Bulloch County wishes to create a master plan for the future expansion of the following areas: Sheriff's Office Jail Beds, New Correctional Housing, Laundry Services, Coroner/Morgue, Public Works Shop and Equipment Space, and Secure Tactical Storage for Sheriff's Office. The master plan will take into consideration other existing buildings, such as the Evidence Lab and Training Buildings. The County Manager contacted GMC for an estimated cost on architectural/planning services for this project. GMC submitted a cost proposal of $33,000 for their services.
The second was a request to engage Stanley Security to upgrade the control system in the Jail for a total cost of $460,950. By upgrading to Stanley Security to
replace the old SWC panels, and also utilize them for any additional construction. This would ensure the following:
1. The jail personnel would only have to train on one type of control panel.
2. All the control panels within the facility could be serviced by one vendor.
3. Remote unlock capability could be consolidated in one location for emergency operations.
Both were approved by the commission. See below for all city business covered at the meeting.

APPROVED - Motion to approve a Special Event Permit for the Georgia Police K9 Foundation to host a non-profit event at Ogeechee Technical College, 20 Joe Kennedy Boulevard on June 3, 2023 from 5:00pm until 11:00pm
APPROVED - Public Works Motion to Approve Purchase of Mulcher Head from Dobbs Equipment in the Amount of $35,500.
APPROVED - Motion to approve amendments to the Service Delivery Strategy.
Multiple amendments to 1. Allow Bulloch County to be a water and wastewater provider within the service area depicted on the attached map; 2. A Statesboro map amendment to the water and wastewater service area maps to include multiple parcels to be served by the City of Statesboro in the Gateway TAD. Detailed changes per service are included on each Form 2 of the agreement. Please see Form #1 for a summary of serviced being changed. All cities have been provided the amendment for authorization.
