Sen. Billy Hickman: Week 6 Round-Up

Hello, I’m Senator Billy Hickman, proud to represent Georgia’s 4th Senate District. We are officially past the halfway point of the2025 Legislative Session! This week has been full of meetings and debates, and I look forward to continuing these discussions as we enter the second half of session.

We welcomed many important guests under the Gold Dome on Wednesday, celebrating Reach Out and Read Day. The Reach Out and Read organization focuses on improving youth literacy rates by getting parents to read to their children, beginning atbirth. 

Next Tuesday, February 25, we will recognize the 10 recipients of the Georgia Reads Community Award with resolutions congratulating them on their achievements. These recipients have worked hard to improve reading proficiency in our children through one-on-one meetings with children who struggle, partnerships with local organizations, and connecting families to literary resources and support. Their efforts help our children achieve more tremendous success in education and career development. Congratulations to each award winner, and thank you for helping to make Georgia the number one state for literacy!

On the topic of education, I’m proud to co-sponsor Senate Bill 126. This bill would reduce the age from 18 to 16 for individuals to qualify for enrollment in completion special schools. These schools are designed for students who have dropped out of school to return to get their high school diploma. We must give all students a fair shot at getting their high school diploma, even when traditional school isn’t for them. 

This week, I voted for Senate Bill 89, which increases tax credits to help working families with young children. We want to make it easier for businesses to offer childcare benefits without putting too much financial burden on them. SB 89 raises the tax credit employers can get for childcare costs from 50% to 75%. With childcare costs rising, this bill will give much-needed relief to Georgia families and support our state’s economy.

In a big win for Senate Republicans, we have passed the first of our tort reform bills. Senate Bill 68 aims to cut down on unnecessary lawsuits and improve Georgia’s legal system for both businesses and consumers. The bill now moves to the House, where I believe it will receive strong support.

Finally, this week, I welcomed pages from our district to the Capitol. Meeting and working with our youngest citizens are one of the most rewarding parts on this job, and I encourage more of you to apply for the page program.
