The Ogeechee Judicial Circuit District Attorney’s Office is proud to announce the creation of a Major Crimes Division dedicated to investigating and prosecuting the most serious and complex criminal cases in Bulloch, Screven, Jenkins, and Effingham counties.
To lead this important initiative, District Attorney Robert Busbee has appointed two highly experienced attorneys, Jillian Gibson and Matthew Breedon, to lead this division. Both attorneys bring extensive legal expertise, a history of prosecutorial excellence, and a deep commitment to holding violent offenders accountable
Jillian Gibson has been a dedicated prosecutor for over a decade, serving as an Assistant District Attorney since June 2014. Before transitioning to prosecution, she spent three years in civil practice. As Co-Chairperson for the Child Fatality Review Committees for the Ogeechee Judicial Circuit, she plays a key role in advocating for justice in cases involving the most vulnerable victims.
Gibson has successfully prosecuted numerous high-profile cases, including a triple homicide trial in Bulloch County in 2023 and multiple murder cases in Chatham County. She earned her Bachelor of Science in Political Science from Georgia Southern University in 2006 and her Juris Doctor from John Marshall Law School in 2010. Beyond her legal career, she is a devoted wife and mother of two.
Matt Breedon brings over 20 years of prosecutorial experience to the role. Before joining the Ogeechee Judicial Circuit, he served as the Chief Assistant District Attorney for the Dougherty Judicial Circuit and the Deputy Chief Assistant District Attorney for the felony division of the Eastern Judicial Circuit. His extensive background includes work as a Special Assistant U.S. Attorney for both the Middle and Southern Districts of Georgia, as well as certification as a Gang Prosecutor by the National Gang Crime Research Center and being admitted to practice before the United States Supreme Court.
Additionally, he is an accomplished instructor, teaching trial techniques, prosecuting gang cases, and prosecuting complex organized crime and homicide cases both nationally and internationally. He earned his Bachelor of Arts in Biology from Columbus State University and his Juris Doctor from Mercer University and has been honored as Assistant District Attorney of the Year in recognition of his outstanding prosecutorial work.

Both Jillian and Matt are passionate and dedicated prosecutors, and I am excited to see them spearhead this new initiative.”
