Cindy Steinmann has resigned from her position as Interim County Manager for Bulloch County, effective Wednesday, April 9, 2025. Steinmann's resignation was submitted to the Bulloch County Board of Commissioners in a formal letter on Friday, March 7, 2025.
Steinmann's resignation is the third resignation of leadership in the last few months, including County Manager Tom Couch and Human Resources Director Cindy Mallett.
Steinmann has served Bulloch County for ten years, beginning as a Management Analyst in December 2014. She previously worked for the City of Statesboro as the Development Project Manager since 2010. During her time with the county, she progressed to Special Projects Manager in February 2019 and then to Assistant County Manager in May 2021. She was appointed Interim County Manager in December 2024, following the departure of the previous long-term County Manager.
In her letter, Steinmann stated, "It has been an honor to serve Bulloch County and work alongside the extremely dedicated staff and elected officials who strive every day to serve the community." She also expressed gratitude for the opportunity to contribute to the county's initiatives and progress and for the support and trust extended to her.
Steinmann also shared this full quote in a statement to Grice Connect: “It has been an extraordinary honor to serve the residents of Bulloch County for over ten years. I am immensely proud of what we’ve accomplished during my tenure, and I am deeply grateful for the opportunity to work alongside such a dedicated and talented team of public servants. I have profound appreciation for the Board of Commissioners, county staff, and the community for their support and collaboration. This was not an easy decision, as I take pride in the exceptional professionalism, integrity, and commitment of Bulloch County’s staff – individuals who consistently place the wellbeing of our citizens at the heart of everything they do. I will always cherish these hardworking individuals and hope they continue to receive the recognition and support they so richly deserve for their tireless service to our community. I look forward to seeing Bulloch County thrive for years to come.”
Cindy began working with Bulloch County as the Management Analyst in December 2014 after working with the City of Statesboro as the Development Project Manager since 2010. In the Management Analyst role, she created and implemented internal processes to manage and streamline capital projects that originate from capital budgets such as SPLOST. In February 2019, Cindy was promoted to Special Projects Manager where she maintained capital project management and created a pre- and post-award grant management system to relieve the financial pressure placed on SPLOST for capital projects.
In May 2021, Cindy was promoted to Assistant County Manager to oversee all daily operations of Bulloch County before being appointed Interim County Manager in December 2024 upon the departure of the previous long-term County Manager, Tom Couch. Cindy holds a Bachelor of Business Administration (Management) and a Master of Public Administration degree from Georgia Southern University and is a certified Local Government Finance Officer Level I from the Carl Vinson Institute of Local Government. She is a long-term member of the Georgia City County Management Association (GCCMA) and International City County Management Association (ICMA). Cindy participates as a member of Georgia Southern’s MPA Advisory Board and is also an alumnus of Leadership Bulloch (2020) and Leadership Southeast Georgia (2023) and was recognized as Statesboro Herald’s “20 under 40” in 2019.
During her tenure, Steinmann oversaw numerous significant projects and initiatives, including:
- Creating the Bulloch County Board of Commissioners’ first social media accounts and beginning livestreaming Commission meetings.
- Creating a pre-award and post-award grants management system.
- Managing multiple large-scale projects within or under budget, such as a jail expansion, wave pool expansion, and agricultural arena design and construction.
- Conducting a county-wide workforce and facilities needs assessment.
- Conducting a public safety study and implementing the inclusion of EMS at fire stations.
- Updating and rebranding Bulloch County’s Comprehensive Plan in 2019 to SMART Bulloch 2040.
- Implementing Fostering Freedom – a partnership between the Bulloch County Correctional Institute and Animal Services.
- Assisting with the implementation of a budget retreat and the online budget book.
- Assisting with the implementation of a management development program.
- Overseeing and managing the rebranding of the county’s logo and website.
Steinmann has committed to ensuring a smooth transition and assisting in the recruitment of her successor. At the time of this story, no interim replacement has been named.
