Bulloch Commissioners held commision meeting at Honey Bowen Building on Tuesday

Bulloch County Commissioners met for their regular meeting on Tuesday, November 15, 2022 in a new temporary location. The commission meeting has been temporarily moved to the Honey Bowen Building located at 1 Max Lockwood Drive. This temporary move was made necessary due to renovations to the Bulloch County Annex which includes the commission meeting room.

ZONING AGENDA

The two rezone considerations on Tuesday's zoning agenda were presented at the last commision meeting and were delayed to modify conditions of the rezone. The property owners have brought the request back to the commission after working through the modifications with the county staff.

Hayden Rollins, Hussey, Gay and Bell spoke in favor of both of the rezoning requests.

APPROVED: Hilda G. Rushing, Virginia R. Trapnell and Stephen H. Rushing submitted an application to rezone 159 acres from R-40 to R-25 to allow for the development of a single family subdivision. The property is located at 359 Josh Deal Road.

APPROVED: Hilda G. Rushing, Virginia R. Trapnell and Stephen H. Rushing submitted an application to rezone 60 acres from R-40 to R-3 to allow for the development of a multi-family residential area. The property is part of a parcel with address of 359 Josh Deal Road.

This Memorandum of Understanding (“MOU”) is entered into between the Office of Insurance and Safety Fire Commissioner – State Fire Marshal (“OCI”) and the Bulloch County Fire Department to allow use of the OCI’s mobile Fire and Life Safety Trailer for educational outreach within Bulloch County and storage of the trailer during the Fiscal Year of 2022-2023.

APPROVED: 2559 : Motion to approve a memorandum of understanding with the City of Statesboro to allow the installation of a bus stop at Health Department

COMMISSION AND STAFF COMMENTS

Tom Couch, Bulloch County Manager addressed the commission and reminded them that they are starting budget process earlier this year. Couch asked commissioners to be thinking about their budget priorities. He said that most likely in the next work session they will discuss their priorities.

He asked the staff to put together a holiday schedule of staff holiday events so the commissioners will be aware of these and can attend when available.

Couch updated the commissioners on their work to get the zoning ordinances in place. He feels they are close on the subdivision revisions and there will be around a dozen issues for the commissioners to decide direction on the zoning ordinances. The county staff is working hard to complete the process soon to meet the public hearing requirements and stay within the moratorium deadlines.

Commission Chair Roy Thompson reminded the commissioners and the audience that there are many different ways to do a lot of things. Their goal as they work through the zoning moratorium is to try and come up with a solution that will make as many people happy as possible.

Executive Session

The commissioners entered into executive session to discuss real estate or personnel issues. They remained in executive session for a little over thirty minutes before returning to the adjourn the meeting with no action taken in the executive session.
